The loss signals the end for Tom Tierney's side, who needed to win to make the last four, as a fine first-half performance from France did the damage.
Ireland went into the break trailing 21-0 after a try from Romane Menager in the seventh-minute , before Caroline Ladagnous deservedly added two more.
To their credit, Ireland battled hard and had the French defending their touchline for 15 minutes, although they struggled to convert the pressure into points.
Ireland did finally register a score as Cliodhna Moloney burst over, but it was too little too late for Tierney and his team, who will now prepare for the 5th-8th-paced play-offs against Australia in Belfast on Tuesday.
